African countries exhibit diverse strategies in law enforcement, influenced by their distinct histories, cultures, and political frameworks. Larger nations like South Africa, Kenya, and Nigeria have well-developed police departments, whereas smaller countries such as Eswatini and Seychelles manage more limited law enforcement services.
The African Union, together with regional organisations such as ECOWAS and SADC, highlights the crucial role of efficient law enforcement in ensuring peace and security. Nonetheless, the capacity of these institutions to carry out such responsibilities differs greatly throughout the continent for a variety of reasons.
Many African police services suffer from chronic underfunding, leading to a range of issues, including low salaries, outdated equipment, and understaffed forces. These financial constraints make it difficult for officers to carry out their duties effectively. Corruption further compounds these problems, with bribery and abuse of power being common concerns. This has led to a lack of trust between citizens and the police, who are often seen as part of the problem.
In addition to financial challenges, the quality of training for police officers is another issue. Inadequate training, coupled with reports of police brutality and extrajudicial killings, has contributed to a tarnished reputation for law enforcement across many African nations.
However, some countries have been praised for their effective policing. For example, the 2019 Global Police Index by Safer Space highlighted a few African nations for their strong law enforcement efforts. Still, a 2021–2023 Afrobarometer survey revealed that only one in three Africans feel their police operate professionally and respect citizens’ rights.
Among those who sought police assistance, 54% reported it was easy to get the help they needed, but 36% admitted having to pay a bribe to receive it.
