Employees of the Lagos State government were seen standing outside the sprawling secretariat after they were locked out of their offices on the first day of the industrial action called by the Nigeria Labour Congress (NLC).
Reports from across the country also indicate that most government offices were shut in compliance with the NLC directive.
Last-minute efforts by the leadership of the National Assembly to intervene fell through on Sunday night after several hours of negotiations as both the NLC and Trade Union Congress (TUC) insisted on proceeding with their strike action beginning from Monday.
Several union have joined the industrial with electricity sector worker shutting down the national grid in the early hours of Monday, leaving the country in blackout.
Reports say the national grid system dropped to zero megawatts on Monday as a result of the complete disruption of power supply to all eleven electricity distribution companies in the country.
