Libya’s stability is under growing threat due to deep political divides, economic mismanagement, and ongoing human rights violations, a senior UN official has warned. Rosemary DiCarlo, the UN’s chief of political affairs, expressed grave concern over the country’s fragile stability, stressing that entrenched divisions and competing interests continue to undermine Libya’s unity.
DiCarlo pointed out that the goal of creating a democratic and prosperous Libya remains unachieved, with leaders prioritizing political and personal gains over the national interest. She also highlighted that political divisions are hampering progress toward national reconciliation, although a newly established advisory committee is working on recommendations to resolve election disputes.

Concerns were raised over Libya’s economic governance, especially regarding the lack of agreement on a unified budget. DiCarlo called for reforms to support the Central Bank of Libya in stabilizing the country’s financial situation and ensuring transparent public spending. She also warned that Libya’s security situation remains precarious, with the 2020 ceasefire agreement only partially implemented, and militias regularly violating the terms.
DiCarlo urged reforms to Libya’s justice system, citing the discovery of mass graves at human trafficking sites, which underscores the perilous conditions for migrants in the country. She also called for international support for the new UN Special Representative, Hanna Tetteh, who is set to take office in Tripoli.
