Senator Natasha Akpoti-Uduaghan, the Chairman of the Senate Committee on Local Content, has urged the Nigerian government to allow for the 100 percent local manufacturing of military kits as a means to generate revenue for the country. The suggestion comes after the Infrastructure Concession Regulatory Commission (ICRC) previously hinted that the country would commence local production of uniforms for its military and paramilitary personnel in January 2023.
During an interactive session on the 2024 budget between the Senate Committee on Defence and Defence Headquarters, Senator Natasha proposed the use of local industries to manufacture military kits in the country. She emphasised her desire to see local industries utilised in the production of boots and uniforms, advocating for the creation of manufacturing industries in Kogi Central, where the Ebira people are known for their tailoring skills.
The Senator also recommended the establishment of a barrack facility in Kogi Central to enhance security in the region and its environs. In response, the Minister of Defence, Abubakar Badaru, stated that the budgetary provision for uniforms is included in the armed forces’ budget. He mentioned ongoing plans to revamp DICON (Defence Industries Corporation of Nigeria), an indigenous industry that will employ about 1,500 people to produce military uniforms and boots. Badaru also highlighted the existence of local companies in Nigeria currently producing boots, helmets, and protective wear.
It is noteworthy that President Bola Tinubu recently assented to the Defence Industries Corporation of Nigeria (DICON) Bill, 2023. The new Act empowers DICON to operate, maintain, and control subsidiaries and ordnance factories, facilitating the local production of ordnance and ancillary stores and materials. Additionally, the Act establishes the Defence Industry Technology, Research, and Development Institute (DITRDI) to create a scientific and research-based technological foundation for Nigeria’s defence industry.
In September, the President approved a $1 billion deal with India to modernise DICON’s facilities and increase its local production of defence equipment to 40% by 2027, as opposed to the 100% local production proposed by Senator Natasha.
