A modular refinery in Kwale, Delta State capable of processing 10,000 barrels per day is ready for commissioning. At full capacity, the refinery, which is being promoted by Pillar Oil Limited, Omsa Limited and Astek Limited, will process 7,000 barrels per stream day of crude oil.
The modular refinery is being assembled in several phases, and in the last phase will see an increase of capacity to 60,000 barrels per day. The refinery will produce ultra-low sulphur content gas oil, fuel oil, naphtha and kerosene.
The modular refinery is located in Delta State, Nigeria, and will be operated by joint venture company OPAC (Omsa Pillar Astex Company).
In April, executive members of the Independent Petroleum Marketers Association of Nigeria (IPMAN) led by its president, Chinedu Okoronkwo undertook a facility tour of the facility with a mission to assess the refining capacity and perform oversight on its preparedness.
Other modular refineries started under President Muhammadu Buhari administration nearing completion include the NDPR Refinery, Rivers State(expansion); Ikwe-Onna Refinery, Akwa Ibom State; Azikel Refinery, Bayelsa State and AIPCC Refinery, Edo State. Waltersmith Petroman Oil Refinery, in Ohaji Egbema local Govt Area of Imo State has commenced operations.
Conceptualised in 2017 with installation already completed, OPAC Refinery is designed to produce according to the best international standards and Department of Petroleum Resources (DPR) standards (API, ASME, ASTM, and BS).
The refinery has commenced an expansion plan which is at a design phase and which will allow the company to produce Jet fuels, Premium Motor Spirit (PMS), and also increase its production capacity to yield larger volumes, thereby enabling them to reach new regional markets at globally competitive rate.
