Monday Okpebholo, Edo State Governor, has appointed Dr. Cyril Adams Oshiomhole as Commissioner of Health.
Barrister Musa Ikhilor has also been appointed Secretary to the State Government (SSG), with Honourable Samson Osagie serving as Attorney General and Commissioner for Justice.
Fred Itua, Edo State Governor’s Chief Press Secretary, made the announcement in a statement on Tuesday.
“The nominations of Osagie and Oshiomhole will be confirmed by the Edo State House of Assembly once Governor Okpebholo forwards them,” according to the release.
Profile of Edo’s New SSG
Musa Ikhilor was born on August 6, 1980, at the University of Benin Teaching Hospital in Benin City, Edo State. He graduated from Ahmadu Bello University in Zaria with an LL.B. (Second Class Upper Division) in 2008 and finished his B.L. at the Nigerian Law School with the same distinction in 2009. In 2017, Ikhilor returned to Ahmadu Bello University to complete his Master’s degree in Telecommunications Law (LL.M.).
Ikhilor has over 11 years of expertise in legislative draughting, parliamentary administration, and governance concerns, and has held a variety of positions in the National Assembly. In 2019, he was selected as a consultant to the Federal House of Representatives for the revision of Nigeria’s 1999 Constitution, with a focus on gender equity, human rights, and government openness.
In the same year, he was appointed Senior Special Assistant and later Special Adviser to the House of Representatives’ Deputy Speaker, who also served as the ECOWAS Parliament’s first Deputy Speaker. In May 2022, Ikhilor served as Chief of Staff to the Deputy Speaker of the House. In June 2022, the Supreme Court of Nigeria appointed him as a Notary Public.
Ikhilor is involved in corporate legal practice, business, and social activity, serving as Managing Partner of Springfield Legal Consult and Executive Director of the Amana Legacy Foundation. He’s married with children.
Meet the New Attorney General of Edo State
Dr Samson Osagie, the nominee for State Attorney General, is a private legal practitioner who joined the Nigerian Bar on March 22, 1995. He is the Vice President of the African Bar Association (West Africa Region).
Dr. Osagie hails from Edo State’s Uhunmwode Local Government Area and was born on November 11, 1967. He formerly spent two terms in the Edo State House of Assembly and the House of Representatives, where he was the Minority Whip. He has a law degree from Obafemi Awolowo University in Ile-Ife and a qualifying certificate from the Nigerian Law School. He also holds three master’s degrees in law, public administration, and international relations, as well as a doctorate in political economy and development studies. He has worked as a Legal Adviser, Solicitor, and Consultant to numerous corporations and development partners.
New Health Commissioner
Dr. Cyril Adams Oshiomhole’s education began at St. Anne’s Primary School and Command Secondary School. He later attended Ahmadu Bello University, Zaria, where he obtained a Bachelor’s degree in Medicine and Surgery (MBBS). Oshiomhole pursued further studies at Tulane University School of Public Health and Tropical Medicine in New Orleans, USA, earning a Master of Science in Public Health (MSPH) with a focus on Environmental Health, Toxicology, and Disaster Management. His postgraduate training continued at Harvard University, Boston, in Clinical Research, and at Queen Mary University, London, where he studied Gastroenterology.
