As the challenge against the termination of the Zimbabwe exemption permit (ZEP) program by the South African Department of Home Affairs enters its fourth day in the Pretoria high court, the Helen Suzman Foundation is arguing that Minister of Home Affairs Aaron Motsoaledi made the decision without consulting the permit holders.
The ZEP was initially introduced during the economic and political turmoil in Zimbabwe in 2008 and 2009, as many Zimbabwean nationals sought refuge in South Africa.
However, in December 2021, Minister Motsoaledi announced the termination of the ZEP, effectively ending any further exemptions for holders and their children.
